One of the many critical path items for proceeding with construction of the new Police Station is the relocation and installation of new ComEd service and transformers. In order to proceed with demolition of the building, the existing ComEd transformer needs to be relocated and a new service installed. The transformer cannot be relocated without entering into a Service Agreement with ComEd. This needs to occur in order to maintain power to the existing Fire Station which is currently fed from the current Police Station transformer.
After many months of discussions with ComEd, they provided a contract for services in the amount of $83,758.74. ComEd will not proceed with the relocation work until the contract is executed. The Public Works Department has been in communication with ComEd in attempts to get the fee reduced, however, ComEd will not reduce the fee.
In order to not cause a construction delay or impact the existing Fire Department further, the Village Manager executed an Agreement and authorized payment to ComEd as an emergency approval with future ratification by the Village Board at the June 5 meeting. This item will be funded from the Public Building Fund (Other Account) which has sufficient funds for this expense.
ComEd Service Fee - $83,758.74
Funds are budgeted in the account 431-9013-571-5025 (BL-11-10) for this purpose.
Recommendation
It is recommended that the Village Board ratify the ComEd Service Agreement and expenditure in the amount of $83,758.74 to be funded from the Public Building account.
