Item: 2017 Substantial Amendments to the Consolidated Plan & Annual Action Plan

BACKGROUND

The second public hearing concerning: 1) the proposed substantial amendments to the 2015 – 2019 Consolidated Plan; and 2) the proposed 2017-2018 Annual Action Plan (which includes the Community Development Block Grant (CDBG) budget), will be held by the Village Board of Trustees on July 17, 2017. The purpose of this public hearing is to receive final comments on the proposed substantial amendments to the 2015 – 2019 Consolidated Plan and on the 2017 -2018 Annual Action Plan. The Village Board will consider whether to approve the draft 2017 Substantial Amendments and the 2017-2018 Annual Action Plan under a later item on this agenda.

2017 Substantial Amendments
Attached is a detailed summary of the 2017 Substantial Amendments to the Consolidated Plan. The Substantial Amendments change pubic infrastructure to a high priority need area for CDBG funding, increase the estimated average amount of program income to be received from Single Family Rehab Loan Program repayments from $50,000 per year to $100,000 per year, and make adjustments in the 5-year estimated expenditures for priority need areas. 

2017–2018 Annual Action Plan
The Annual Action Plan states how the Village will address the community development needs of its low and moderate income residents during the program year including how it will use its available CDBG funds.

When the draft 2017-2018 Annual Action Plan was discussed by the Village Board on June 12, 2017, the allocation of Federal CDBG funds was not known. The estimate of CDBG funds to be received was $250,000. Since the June 12th discussion, the Federal CDBG allocation amount has been confirmed, and the Village received an additional repayment of a Single Family Rehab Program loan. The result is a net increase in available CDBG funding of $8,649. As a result, the estimated revenue for 2017-2018 has been adjusted to $440,649.

Attached is a revised staff recommendation which proposes how the additional $8,649 may be allocated. Both the draft allocations discussed by the Village Board after the first public hearing on June 12, 2017 and the revised staff recommendations for the Village Board’s consideration on July 17, 2017 are provided. 

HUD REVIEW
If approved by the Village Board, the amended 2015-2019 Consolidated Plan and the 2017-2018 Annual Action Plan will be submitted to Cook County. Cook County will submit the amended 2015-2019 Consolidated Plan and 2017-2018 Annual Action Plan to HUD with the Annual Action Plans prepared by Cook County and the other municipal members of the Cook County HOME Consortium. HUD may take up to 45 days to review the Village’s 2017-2018 Annual Action Plan. Upon approval, HUD will provide a Grant Agreement to the Village for its Federal fiscal year 2017 CDBG entitlement funds. In order to meet the deadline for the submission of the Annual Action Plan to Cook County, it is asked that the Annual Action Plan be adopted July 17, 2017.
