Item: Contract Manhole Rehabilitation

Sanitary and storm sewer manholes require periodic maintenance over the useful lifespan of the structure. The longevity of the structure is related to the material of construction, material that flows through the structure, and the backfill material outside the structure. The oldest manholes are generally comprised of brick construction, while newer manholes are constructed using precast reinforced concrete components. Older brick manholes generally require maintenance to staunch leaking from outside the manhole. The water introduced into the manhole from the outside is generally referred to as inflow and infiltration (I/I). This I/I takes up valuable capacity that the sewers need in intervals of high flow.

The generally accepted form of reconstruction that is non-invasive is called manhole rehabilitation. Manhole rehabilitation involves bypassing the flow, high pressure cleaning of the walls and floor, application of a structurally enhanced epoxy coating, and, if necessary, rebuilding the floor (or bench & trough). All of this work can be done without excavation.

Arlington Heights partnered with the Village of Glenview, through the Municipal Partnering Initiative (MPI), to prepare specifications for this work. The bid was advertised and distributed to qualified firms. On June 29th, the following five bids were opened and publically read:

References were checked and Staff agrees with the Village of Glenview that the lowest responsive bidder, Front Range Environmental of McHenry, Illinois should be awarded the contract. All reference checks were favorable. Staff believes Front Range Environmental has a good understanding of the project scope and can successfully complete the project before the end of the fall of 2017.

RECOMMENDATION

It is recommended, that the Village Board award the bid for Contract Manhole Rehabilitation to Front Range Environmental of McHenry, IL, for $50,225. The term of the bid would be two years with possible extensions of two one year intervals. The second and subsequent years would be contingent upon CIP funding.  The bidder has been determined to be responsible and the bid meets specifications.
