Requested Action
1. Special Use Permit to allow an existing Elementary School within the R-3 District.
Variations Required
1. Section 5.1-3.6, to allow an exterior side yard setback of 13.2’ for the existing building where code requires a 40’ exterior side yard setback.
2. Section 11.4-4, to allow 75 parking spaces where code requires 195 parking spaces.
3. Section 6.5-2, to allow an accessory structure (shed) in the side yard where code requires all accessory structures to be located in a rear yard.
4. Section 6.13-3(a), to allow a 6’ tall open fence in the side yard where code restricts fence heights to a maximum of 5’ in the side yard.
5. Section 11.2-8, to allow the existing 18’ deep 60° degree angled parking rows where code requires a minimum depth of 20’ for 60° degree angled parking rows.
Recommendation
A public hearing was held by the Plan Commission on August 23, 2017 where Commissioner Green moved and Commissioner Cherwin seconded:
A motion to recommendation to the Village Board of Trustees approval of PC#17-007, a Special Use Permit to allow an elementary school within the R-3 District; a Variation from Chapter 28, Section 5.1-3.6, to allow an exterior side yard setback of 13.2 feet for the existing building where code requires a 40-foot exterior side yard setback; a Variation from Chapter 28, Section 11.4-4, to allow 75 parking spaces where code requires 195 parking spaces; a Variation from Chapter 28, Section 6.5-2, to allow an accessory structure (shed) in the side yard where code requires all accessory structures to be located in the rear yard; a Variation from Chapter 28, Section 6.13-3(a), to allow a six-foot tall open fence in the side yard where code restricts fence heights to a maximum of five feet in the side yard; and a Variation from Chapter 28, Section 11.2-8, to allow the existing 18-foot deep 60-degree angled parking rows where code requires a minimum depth of 20 feet for 60-degree angled parking rows.
This approval shall be subject to the following conditions:
1. The school district shall restrict left turn egress movements from the west parking lot during arrival and dismissal. Any changes to this policy will require Village review and approval.
2. The school district shall limit parking within the newly proposed nine parking spaces to teachers only.
3. Compliance with all Design Commission requirements as identified during the August 8, 2017 Design Commission meeting.
4. The Applicant shall comply with all applicable federal, state, and Village codes, regulations and policies.
