The Engineering Department is currently determining the streets to be included in the 2018 Street Reconstruction Program. The first step in the design process is to perform the necessary topographic surveys that will be used as the base for design. Our past experience has shown that this work is efficiently handled through a professional service contract with a qualified engineering survey firm that uses specialized survey equipment. The survey equipment first collects the topographic data and then interfaces with our AutoDesk CAD program; this provides a layout of the street along with the topographic data.
We sent out a Request for Proposal a few weeks ago. As part of the RFP, we requested that consultants provide a lump sum cost to convert the collected utility data into the Village of Arlington Heights GIS format.
In addition to providing cost per linear foot to complete the work in Fiscal Year 2018, we requested that the firms also provide a cost to complete the work in FY 2019 through FY2021, so upon satisfactory completion of the first year of work, the Village would have the option to extend the contract an additional year for up to a total of four years. The survey work will be performed starting in the fall of 2017 and as weather allows this winter. Construction is scheduled to begin in the spring of 2018.
Three proposals were received and their pricing is attached. Thomas Engineering Group, LLC had the lowest proposal. They have performed these services for several communities and are qualified to complete the proposed survey and CAD work for the 2018 MFT Street Reconstruction and Street Rehabilitation Program.
Funding is included in the current budget.
RECOMMENDATION
It is recommended that the Village Board authorize execution of an agreement with Thomas Engineering Group, LLC in an amount not-to-exceed $34,045.60 ($32,313.60 for survey and drafting and $1,732 for GIS) to perform the survey for the 2018 Street Reconstruction and Street Rehabilitation Program.
