The Historical Society Capital Budget is established every year for the maintenance needs of the Village's historical buildings. This year, the POP Factory was scheduled to have necessary masonry repairs. The repairs include chimney and perimeter cap stone replacement and west wall tuck pointing.
On December 13, 2017, a bid opening was held and two bids were opened and read aloud. Both bids as received were over budget. The Village reduced the scope by removing alternates and negotiated a lower price on general conditions with both vendors.
After revisions, the following two proposals were received:

Both companies specialize in this type of work and come highly recommended by the architect. Staff recommends bid award to the lowest responsible bidder, Berglund Construction Company, in an amount not-to-exceed $74,000.
This item was in the budget in 2017, but could not be awarded in time due to the initial bidding concerns. Staff is requesting that the Village re-budget $75,000 in the 2018 Capital Projects Fund Budget for the Historical Society work.
RECOMMENDATION
It is recommended that the $75,000 be re-budgeted to the 2018 Capital Projects Fund Budget and that the Village Board award the Historical Society Masonry Repairs contract to Berglund Construction Company of Chicago, Illinois, in an amount not-to-exceed $74,000. The bidder has been determined to be responsible and the bid meets specifications.
