Project Update
Favia Dental originally requested approval to replace their existing non-conforming ground sign as-is, which required variations for setback as well as for lack of vehicular clearance overhanging the drive aisle. Upon review by the Design Commission, three alternate sign options were considered to eliminate the hazard of overhanging the drive aisle. The Design Commission recommended approval of Options 1 or 3 as outlined in the Staff Report. The petitioner submitted a revised sign design based on Option 3 which was received on February 2. The revised sign design only requires one variation for zero setback where three feet minimum is required.
Requested Action
1. A variation from Chapter 30, Section 30-301.b, Location, to allow a zero foot setback for a ground sign in the B-2 Zoning District, where three feet minimum is required.
2. A variation from Chapter 30, Section 30-303.b, Dimensions, to allow a ground sign with 10 feet of clearance from the ground to the bottom of the sign, where 12 feet minimum clearance is required to allow vehicles to pass beneath the sign.
3. A variation from Chapter 30, Section 30-119.c, Signs not to Constitute Hazard to Use of Pedestrian or Vehicular Thoroughfare, to allow a ground sign with 10 feet of clearance from the ground to the bottom of the sign, where 12 feet minimum clearance is required to allow vehicles to pass beneath the sign.
Recommendation
A public meeting was held by the Design Commission on November 28, 2017 where Commissioner Eckhardt moved and Commissioner Coon seconded:
A motion to recommend approval to the Village Board of Trustees, approval of the following sign variation requests for Favia Dental located at 300 E. Northwest Highway:
1. A variation from Chapter 30, Section 30-301.b, Location, to allow a zero foot setback for a ground sign in the B-2 Zoning District, where three feet minimum is required.
This recommendation is based on the plans dated and received 11/16/17, Federal, State, and Village Codes, regulations, and policies, and the issuance of all required permits, and the following conditions:
1. The Design Commission recommends approval of Option 1 or Option 3 as outlined in the Staff Report, to be reviewed by Staff.
2. This review deals with architectural design only and should not be construed to be an approval of, or to have any other impact on, any other zoning and/or land use issues or decisions that stem from zoning, building, signage or any other reviews. In addition to the normal technical review, permit drawings will be reviewed for consistency with the Design Commission and any other Commission or Board approval conditions. It is the architect/homeowner/builder’s responsibility to comply with the Design Commission approval and ensure that building permit plans comply with all zoning code, building permit and signage requirements.
