Item: Mobile Command Center

The Police Department is seeking approval to move forward in the purchase of a Mobile Command Center (MCC) with funding secured through Criminal Investigation (asset forfeiture) funds in the FY2018 Capital budget.

 

A Mobile Command Center (MCC) serves as a communication hub that can be rapidly deployed during emergency situations or operate as a mobile command post near static community events.  Police and Fire Departments personnel have designed a MCC that will be used as a shared resource for command and control operations during qualifying incidents or events. This type of working platform will offer key personnel the opportunity to strategize in a mobile environment much similar to a functioning Emergency Operation Center. Other Village departments, most notably Public Works and IT, have collaborated on the design and build specifications.

 

The MCC will be purchased through HGACBuy, a nationwide Government-to-Government procurement service designed to increase efficiency by establishing competitively priced contracts to member agencies.  The Village is a participating member and has used this service when making Fire apparatus purchases in the past.  This price point has been awarded by virtue of a public competitive procurement process compliant with State statute.  

 

LDV, Burlington, WI. is a local manufacturer of MCC and the selected manufacturer through HGACBuy.  LDV’s public safety equipment is owned by first responder agencies such as NIPAS, MABAS, MCAT, Bartlett PD and Skokie PD.

 

LDV and the Village team have designed a new 32’ MCC that provides 22’ of climate controlled and compartmentalized workspace for strategic application.  The interior will host three work stations providing critical wireless access to VAH network, tactical meeting space for ten command personnel and four support staff, communication ports for required emergency radio systems, onboard generator, and a telescoping mast that will support a flood light and digital camera.

Recommendation

It is recommended that the Village Board approve the purchase of a 2018 32’ Mobile Command Center, model # S32MCC-33507-17, from LDV, Burlington Wisconsin for $275,000.
