In 2014 the budget for the MFT Street Reconstruction Program was $2.1 million, in 2015 the project budget was $2 million (80% STP funded and IDOT administered), in 2016 and 2017 the project budget was $4.9 million.
In 2015, the Engineering Department used HLR to assist with Construction Inspection due to the increased submittal requirements necessary for STP funds. In 2016 and 2017, the Engineering Department obtained HLR services for Construction Inspection due to the increased work load associated with the increased budget.
As is typical with the annual street reconstruction and street resurfacing program, the Engineering Department will be the Resident Construction Supervisor for this project. With the ongoing challenge to assign Staff to projects, the Engineering Department is proposing to utilize existing Staff to supplement private development work load. The importance of reducing turnaround time for plan reviews as well as being timely for daily inspections revealed the need to replace a part time plan reviewer with a full time Engineering Inspector. As part of the reassignment of existing Staff, the need to utilize a consultant for the annual street reconstruction and street resurfacing program was necessary. This change can be made utilizing existing funds.
The Engineering Department requested proposals from consultants for Professional Engineering Services for a Construction Engineering Inspector in the spring of 2017 and received two - one from HLR and the other from Bollinger, Lach & Associates, Inc. After careful review of the proposals, the Engineering Department recommended HLR, Inc. for Construction Engineer Inspector. The selected personnel from HLR, Inc. successfully performed these services for the Village in the past and has been determined to be a responsible vendor. The Engineering Department recommends a three year extension to the original contract with no increase in 2018 and a maximum of 2.5% increase in 2019 and 2020.
Funding is included in the current budget.
RECOMMENDATION
It is recommended that the Village Board authorize a three year extension to the original agreement with HLR, Inc. in an amount not-to-exceed $220,420 per year for Construction Engineering Services.
