The Village of Arlington Heights had contracted with Haeger Engineering to prepare plans and construction documents for brick paver maintenance for several locations in the downtown area. The brick sidewalk along Northwest Highway and Arlington Heights Rd are in Illinois Department of Transportation (IDOT) right-of-way, and to complete the work an IDOT permit is required. The plans require IDOT review and approval from several different Departments within IDOT. As a result of this process, the second phase of construction scheduled for 2017 was delayed and Haeger Engineering is currently working on the third round comments from IDOT for the locations along Northwest Highway.
The original field survey included only the west side of Arlington Heights Road. After receiving review comments from IDOT regarding the ADA ramps at the intersections along Northwest Highway, it has become apparent that the ADA ramps on the east side of Arlington Heights Rd from Miner to Northwest Highway will have to be completed at the same time. This area is beyond the original scope of services and was not surveyed or designed. A proposal was requested from Haeger Engineering to complete the survey and design on the east side of Arlington Heights Road, and for Phase III Construction Engineering Services to prepare the bid documents and oversee construction for all remaining work from the original contract.

RECOMMENDATION:
It is recommended that the Village Board authorize the execution of a contract with Haeger Engineering in the amount of $52,500. Haeger Engineering has been a vendor with the Village in the past and has been determined to be responsible. Funds are available in the Brick Paver Maintenance fund 401-5001-571.50-30 ST0501.
