The Combined Sewer Tributary Area (CSTA) is approximately 5,300 acres and is generally bounded by the Village limits to the east and west, Palatine Road on the north, and Central Road to the south.
This area is tributary to the Village’s connection to the Metropolitan Water Reclamation District of Greater Chicago’s Tunnel and Reservoir Plan (TARP) System. However, as part of several large scale flood control projects completed since the mid 1970’s, a great deal of the area has separate storm water diversion to dedicated detention and pumping facilities. In addition to these improvements, combined sewer areas were designed with on-street detention of storm water. This work was largely completed in the mid 1980’s through the mid 1990’s.
During the July 23, 2011 rain event, the Village received between 5.5” and 7.0” of rain in a four-hour period. The result was flooding which overwhelmed and surcharged the combined sewer system resulting in flooding and sewer backup in hundreds of homes.
In July of 2012, RJN of Wheaton, Illinois completed a flow monitoring project within the Village’s CSTA.
In March of 2017, CDM Smith completed the Combined Sewer Tributary Area Flood Study. The study identified a number of proposed improvements within the CSTA. A number of meetings were held to discuss the results of this study with the public as well as the Village Board. A funding source was approved last year to fund some of the proposed improvements discussed with the CSTA report. One of the first areas to be designed and constructed is the downtown area. This area is bounded by Campbell/Sigwalt/Vail.
The Village is looking to retain an Engineering Consultant with extensive design experience of combined sewer improvements to prepare construction plans and specifications of the combined sewer area of the Downtown area. The purpose of this construction improvement project is to address flooding problems related to the July 23, 2011 flood event as well as subsequent rainfall events. Request for proposals were submitted on April 18, 2018 and the results of the proposals are as follows:

Burns and McDonnell has the most recent relevant job experience for this type of project, having completed a very similar project in Mount Prospect within the last couple of years. In addition, they have extensive design expertise relating to combined sewers. This project will be funded from the storm water fund, account #426-7101-571-50-25 SW1804. Design services for this specific project has funding of $200,000.
RECOMMENDATION
It is recommended that the Village Board authorize execution of an agreement with Burns and McDonnell in an amount-not-to-exceed $144,749. This vendor has been determined to be responsible and has provided services to the Village in the past.
