Pavement rejuvenation was completed as a field test on a few streets in the Village in 2013 and 2014 by applying Reclamite, which is an emulsion made of of specific petroleum oils and resins and was formulated to extend the life cycle of asphalt pavement by restoring and preserving the asphalt's binder.  This field test has been successful and Reclamite was applied in 2017 to all streets completed in 2016, as well as Nichols Road (Arlington Heights Road to Kennicott Avenue) and Walnut Avenue (Oakton Street to Thomas Street), which were constructed in 2015.

It is our recommendation to continue the use of Reclamite as part of the Village's preventative maintenance plan and to apply Reclamite to all asphalt streets completed in 2017.  The total pavement surface area to have Reclamite applied is 146,600 square yards. 

The Municipal Partnering Iniatiative (MPI) is a working group of sixteen Chicagoland suburban municipalities which have been working together in group bids since the fall of 2010.  Combining multiple municipal bids allows for lower pricing through greater quantities.  The Village of Winnetka led a group of municipalities this year on a three-year bid for Pavement Rejuvenation.  Bids were duly advertised and publicly opened by the Village of Winnetka on behalf of MPI on March 22, 2018.

Corrective Asphalt Materials, Inc. was the low bid received by the MPI.  Their unit prices to apply Reclamite, furnish and apply lime screenings, traffic control, resident notification, pre-sweeping and post sweeping are as follows:

As the surface area is greater than 75,000 square yards, the unit price applicable to this contract is $0.81 per square yard.  The above unit prices will be in effect for a minimum of three years (2018 thru 2021).
