The approved 2019 Capital Budget includes $226,502 for the replacement of seven patrol vehicles in the Police Department. Staff has been made aware of a complete design makeover of the 2020 Ford Interceptor, and a postponement of next year's orders. In an attempt to eliminate first model headaches and delivery delays, staff is proposing to order next year's replacements just prior to the September 21st order cutoff for the 2019 model. Although the Village will not receive the vehicles until 2019, accounting regulations require the encumbrance to occur this year. Staff is proposing the use existing Fleet Fund reserves for this encumbrance.
The proposed vehicles are 2019 Ford All-Wheel Drive Utility Interceptors. By the time the vehicles are received and ready for service, the replacements will be in excess of five years old, and meet our replacement criteria. The current vehicles will be surplused in accordance with Village guidelines.
Staff is proposing to purchase the vehicles through the Suburban Purchasing Cooperative (SPC). SPC is a joint purchasing program for local communities. SPC represents 143 municipalities in the six County area of Northern Illinois and is administered through the Northwest Municipal Conference.
Currie Motors of Frankfort, IL is this year's winning bidder. The Village has worked with Currie Motors in the past and found them to be acceptable.
RECOMMENDATION
It is recommended that the Village Board award the bid to Currie Motors of Frankfort, Illinois, in the amount of $207,214 for the purchase of seven utility vehicles for the Police Department Patrol Bureau and authorize Staff to execute the necessary documents. It is further recommended that the Village Board authorize a budget amendment for the encumbered amount using Fleet Fund reserves.
