Background
Please find attached the 2018 Downtown Parking Study by Rich and Associates. The study includes results and analysis of parking counts that were taken in May, June and July, 2018. Early in the process, surveys were made available to various downtown user groups with over 1,400 responses received. In addition, two focus group meetings were held to obtain input regarding downtown parking. A summary of the survey results is included on pages 15 through 27.
There are 31 specific recommendations being made by Rich and Associates, several of which staff is recommending as part of a Phase One implementation, hopefully in 2019. Those recommended for Phase One are highlighted in yellow on pages 10 and 11. Many recommendations are subject to funding, which has yet to be determined. Those recommendations contained in the report that are not part of Phase One are subject to further discussion and review for possible implementation in the near future.
In summary, the consultant is not recommending that the Village build additional parking, however more efficient use of existing facilities including better utilization of the municipal garage at Village Hall, Lots S west of the Library, and Lot A along the railroad tracks west of Vail Avenue is necessary given future projected demand.
The purpose of the October 22nd Committee of the Whole meeting is to present the findings of the study to the Board and public, answer any questions, and discuss the recommendations.
