Communities that receive Community Development Block Grant (CDBG) funds are required to develop a plan and take actions to affirmatively further fair housing. HUD guidelines have required that CDBG entitlement communities develop an Analysis of Impediments to Fair Housing as part of their CDBG program.

In October 2017, the Village Board approved a Resolution, Intergovernmental Agreement and Intergovernmental Memorandum of Understanding through which the Village would work with numerous municipalities, housing authorities and other entities. However, this arrangement did not proceed in 2017.

The effort to produce a Regional Assessment of Fair Housing has been revived. This proposed Resolution and Intergovernmental Agreement replaces the documents that were approved by the Village Board in October 2017. Only some of the parties have changed and there is an adjustment in the Scope of Work resulting from action by HUD.

RECOMMENDATION

It is recommended that the Village Board approve the  Resolution Approving an Intergovernmental Agreement for the 2020-2025 Fair Housing Assessment and authorize the Village Manager to sign all documents with respect to the Village’s participation in the regional Assessment of Fair Housing collaboration being led by Cook County and the Enterprise Community Partners.
