The approved 2018 Capital Budget includes $300,000 for the replacement of the Village's Caterpillar Track Loader.  The current machine is from 1994, and has lived beyond its useful life.  The machine's originally scheduled replacement was extended in 2012 and 2015 due to its condition at the time.  The machine currently is in need of numerous repairs and the Fleet Unit has deemed replacement as necessary.

The machine is used daily to organize and load asphalt, concrete, soil, and spoil stockpiles at the Public Works Annex.  

We are purchasing this piece of equipment through the National Joint Powers Alliance (NJPA) a Joint Purchasing Cooperative.  The NJPA is a municipal contracting agency for over 40,000 members throughout the nation with competitively awarded contract purchasing solutions through industry leading vendors.  The Village has been a member of the NJPA for several years and has made several purchases through this program.  

NJPA has awarded Caterpillar the contract for track loaders.  The Caterpillar Model 963K Track Loader's current price of $264,165 includes the trade-in value of $17,000 for our current machine.  Our Fleet Unit has analyzed the value offered for our current machine and finds it appropriate.

RECOMMENDATION

It is recommended that the Village Board award the purchase of a Caterpillar Model 963K Track Loader to Altorfer CAT of Elmhurst, Illinois in an amount not-to-exceed $264,165  which includes the trade-in loader, and authorize Staff to execute the necessary documents.
