Item: Cypress Area Public Improvements - Contract Award

The approved 2019 and 2020 Capital Improvement Program includes $9,050,000 in total budgeted funds for the Cypress area storm sewer improvements, roadway construction, and water main improvements. This project is delineated by South Arlington Heights Road, Ridge Avenue, Central Road and West Noyes Street.

 

The Cypress Detention Basin project in the Storm Water Control Fund includes $2,650,000 budgeted in 2019 and $2,900,000 budgeted in 2020 for a total two-year project budget of $5,550,000.  The storm water improvements include the addition and replacement of large diameter storm sewer pipes, and the expansion of the detention basin in order to increase the stormwater storage in the area to bring the storage capacity to current standards.

 

The Capital Projects Fund budget for 2019 includes $1,000,000 designated for the roadway reconstruction that includes sections of Cypress Street, Highland Avenue, Vail Avenue and Dunton Avenue, and resurfacing portions of White Oak Street and Evergreen Avenue. Reconstruction consists of full replacement of the curbs, inlets, roadway asphalt and base. Roadway resurfacing consists of partial replacement of curb and gutters, patching of the road base and removal and replacement of the surface layer of asphalt.

 

The 2019 Water & Sewer Fund Budget includes $2,500,000 for the annual Water Main Replacement Program. This project is part of the Village’s ongoing program to replace aging water mains throughout the Village. The Public Works Department evaluates and prioritizes water main replacement based on defect severity, occurrence interval of failures, service reliability and other related parameters. This year’s project includes the rehabilitation of over 11,000 linear feet of water main located within the backyards of a portion of the Cypress Basin Area. The method of rehabilitation that is specified will be lining of the existing water mains. The complexities of installing new water mains within streets and reconnecting to existing service lines located within back yards necessitate the rehabilitation of the existing water main in place (currently located within backyard easements). The area designated for rehabilitation is generally the area bounded by Magnolia Street, White Oak Street, Highland Avenue and Ridge Avenue. Another area is Cedar Street, White Oak Street, Evergreen Avenue and Highland Avenue.

 

The original plan was to construct this project over two years. After analysis with our consulting engineering firm, Staff proposes to complete the three phases of construction in one single year. Completing the project in one year will reduce the inconvenience to the residents, and reduce inspection and construction costs. This will result in the expenditure of capital improvement funds from the Storm Water Control Fund and Water Fund during 2019 rather than spread over 2019 and 2020.

 

Two sets of bid specifications and plans were created, one for Storm Sewer and Roadway Improvements and one set for Water Main Improvements. The bid sheets were broken down into unit prices for material and services related to each bid. The specifications were written so two contracts would be awarded and work would occur concurrently. On February 11th, 14 bids were opened and publically read aloud. Eleven bids were for the Storm Sewer and Roadway Improvements and three bids were for the Water Main Improvements. Engineering recommendations and the bid tabulations are attached.

 

The lowest responsible bids are from ALamp Concrete’s bid for Storm Sewer and Roadway Reconstruction in the amount of $4,179,494.21 and Fer-Pal Construction’s bid for Water Main Improvements in the amount of $2,998,643.

 

Staff and CBBEL analyzed the bid submittals and made contact with each of the apparent low bidders to confirm a clear understanding of the specifications. Staff checked references on ALamp Concrete and Fer-Pal Construction USA. References were favorable and CBBEL and Staff believe both firms have the ability to perform the work as specified satisfactorily and have had past favorable experience with the contractors before.

 

RECOMMENDATION

 

It is recommended that the Village Board award a contract for Cypress Area Storm Sewer Improvements and Roadway Construction to ALamp Concrete of Schaumberg, IL, who is the lowest responsible bidder, in the amount of $4,179,494.21 and authorize execution of the necessary documents.  It is also recommended that the Village Board award a contract for Cypress Area Water Main Improvements to Fer-Pal Construction USA of Elgin, IL, who is the lowest responsible bidder, in the amount of $2,998,643 and authorize execution of the necessary documents.

 

It is further recommended that the 2019 Storm Water Control Fund budget for the Cypress Detention Basin project be amended by $530,000 from reserves, and to eliminate the projected 2020 budget for this project.  It is also recommended that the 2019 Water & Sewer Fund budget for the Water Main Replacement Program be increased by $500,000 through the use of reserves.
