Item: Manhole Rehabilitation
Department: Public Works

Sanitary and storm sewer manholes require periodic maintenance over the useful lifespan of the structure. The longevity of the structure is related to the material of construction, effluent that flows through the structure, and the backfill material outside the structure. The oldest manholes are generally comprised of brick construction, while newer manholes are constructed using precast reinforced concrete components. The older brick manholes generally require maintenance to staunch leaking from outside the manhole. The water introduced into the manhole from the outside is generally referred to as infiltration. This infiltration takes up valuable capacity that the sewers need in intervals of high flow.

The generally accepted form of non-invasive reconstruction is manhole rehabilitation. Manhole rehabilitation involves bypassing the existing flow, high pressure cleaning of the walls and floor, application of a grout coating (referred to as cementitious coating) and, in some instances, applying a structurally enhanced epoxy coating. The rebuilding of the floor (or bench and trough) will be performed as the situation requires. All of this work can be done without excavation.

The Village of Arlington Heights, through the Municipal Partnering Initiative (MPI), led a group of municipalities this year on a bid for Contract Manhole Rehabilitation. The The bid was advertised and distributed to qualified firms. On April 16th, the following six bids were opened and publicly read:

Company                                                            Option #1        Option #2

Culy Contracting, Winchester, IN                           $214,665         $312,340

Rendina Construction Co., Glen Ellyn, IL                 $321,958         $421,598

National Power Rodding, Chicago, IL                       $357,895         $513,145

RMS Utility Services, McHenry, IL                          $382,255         $471,400

Visu-Sewer of Illinois, Bridgeview, IL                      $648,470         $873,065

Michels, Brownsville, WI                                       $327,115         $500,995

The numbers reflect the total cost of all of the communities' projects. Option #1 is cementitious coating only, while Option #2 is cementitious coating followed by epoxy overlay. Both options listed above are the estimates based upon all of the municipal totals.

References were checked and Staff recommends that the lowest responsive bidder, Culy Contracting, Winchester, IN be awarded the contract for the Village's portion of the bid.  Staff believes Culy Contracting has a good understanding of the project scope and can successfully complete the project before the end of the fall of 2019.

The term of the bid would be two years with possible extensions of two one year intervals. The second and subsequent years would be contingent upon funding (426-7101-571-50.25 SW-15-20). The bidder has been determined to be responsible and the bid meets specifications.
