The approved 2019 Capital Improvement Program (505-7201-561.50-15 EQ-99-02) includes funding for Replacement of the Emergency Generator at Booster Station #17 located at the Public Works facility. This project is part of the Village’s ongoing program to replace or rehabilitate the Village’s aging electrical generator systems related to water and sewer services throughout the Village.
Bids for the work associated with the replacement of the existing generator were solicited from qualified firms with extensive experience in this type of work. The scope of work includes the replacement of the existing 675kW generator and associated switching hardware (installed in 1982) and the motor control center (MCC). The bid establishes a not-to-exceed cost based upon several unit prices.
The project was advertised and bids were publically opened and read aloud. The bids were evaluated regarding each of the firm’s understanding of the project and ability to perform the specified services. The following table summarizes the bids received:

Staff and Burns & McDonnell, the consulting engineering firm, interviewed the three bidders and checked references. Based upon the discussions, Staff recommends awarding to the low bidder Keno & Sons of Lake Bluff, Illinois. The bidder has been determined to be responsible and the bid meets specifications.
Staff also requests authorization to award construction inspection services to Burns & McDonnell for an amount not to exceed $40,000 from the same account. The services would include construction inspection services, project administration and project close out services (including as-built drawings and documentation).
RECOMMENDATION
It is recommended that the Village Board award the contract for Emergency Generator Upgrade and Replacement to Keno & Sons of Lake Bluff, Illinois, for the not-to-exceed amount of $617,700 and authorize Staff to execute a contract. It is also recommended that the Village Board award the contract for construction inspection and administrative services to Burns & McDonnell for the not-to-exceed amount of $40,000 and authorize Staff to execute a contract.
