On June 18, 2018, the Village Board approved the Village’s 2018-2019 Annual Action Plan including the CDBG budget. In its 2018-2019 Annual Action Plan, the Village stated that it was allocating funds under the categories of public facilities and public infrastructure and that funds may be moved between those purposes as projects are identified and cost estimates are received.
CDBG funds were divided approximately evenly, as placeholders, between the CDBG public facilities and public infrastructure accounts in both the 2018-2019 CDBG budget and in the 2019 Village budget.
The projects to be funded under the 2018-2019 CDBG budget and 2019 Village budget have been determined and are:
1. Street resurfacing in a CDBG-eligible area of the Village at a CDBG cost of $150,000 (the same amount as in 2018); and
2. Upgrading of the video system and installation of the panic button system at the Senior Center at an approximate cost of $49,000.
In order to accomplish this, $50,000 must be transferred from the CDBG public facilities account to the CDBG public infrastructure account.

*The balance between the $53,900 in the budget and anticipated cost of $49,000 will be used for any approved project change or will be reallocated in the 2019-2020 CDBG budget.
Recommendation
It is recommended that the Village Board approve the transfer of $50,000 from CDBG Public Facilities Account 415-2101-522.41-75 to the CDBG Public Infrastructure Account 415-2101-522.41-76 in the Village 2019 budget.
