The approved 2019 Capital Budget includes $764,171 for the Paver Brick Replacement Program.
The Village is planning to replace certain brick sidewalk areas around the Downtown. The bricks were originally installed over 30 years ago, and have been deteriorating from the bottom up, leading to various settling problems. In 2015, the Village developed a new layout design and approved a premier finish and style to the brick. The new layout has more concrete borders and makes maintenance repairs easier in the future. With the numerous construction projects occurring this past spring and during summer, staff has scheduled the Downtown Paver Brick project for fall 2019.
Request for Proposals were sent to five qualified contractors for the 2019 Downtown Paver Brick Program. This contract is for the second year of work to replace aging paver bricks in the Downtown. This work includes the installation of our new enhanced face pavers and concrete banding, as approved by the Village Board in 2016.
On August 9, 2019, an RFP opening was held, and two RFP's were opened. The RFP tabulation is listed below::

Staff has evaluated the bids and unit prices, and found them acceptable.
In order to accommodate the higher project cost, staff is recommending to reduce the annual Sidewalk Program, as the two programs have similar goals. Staff will address any sidewalk hazards through our contractual concrete replacement and sidewalk cutting programs.

Martam Construction, Inc. of Elgin, IL was the low bidder in an amount of $891,171. In 2016, Martam Construction, Inc. successfully completed the first phase of the Downtown Paver Brick Program. Therefore, staff recommends the bid award to Martam Construction in the amount of $891,171.
RECOMMENDATION:
It is recommended that the Village Board award the 2019 Downtown Paver Brick Program to the low responsible proposal, Martam Construction, Inc. of Elgin, Illinois in the amount of $891,171 and authorize staff to execute the necessary documents.
