The annual Backyard Drainage Program provides residents access to Village sewers to address private flooding problems that would otherwise be cost prohibitive. The 2019 Stormwater Control Fund includes $300,000 for that program. In addition, the Village was awarded $170,000 as a grant through the Illinois Department of Commerce and Economic Opportunity (DCEO).
On August 12th 2019, a public bid opening was held, and two bids were publicly opened and read aloud. The bid tabulation is below:
BIDDER TOTAL BID
Martam Construction, Inc. $ 770,173
Mauro Sewer Construction, Inc. $ 998,847
The bids ranged from $770,173 (as corrected) to $998,847 as shown on the attached detailed bid tabulation. Since these bids far exceed the budgeted amount, staff believes the project should be reviewed and re-bid once staff reviews the project scope and determines if alternatives or optional bid items are possible. Staff therefore recommends that the Village reject all bids.
RECOMMENDATION
It is recommended that the Village Board reject all bids for the 2019 Backyard Drainage Improvements.
